This utility will default to the language the local Windows operating system is configured for, however you can change the language used "on the fly" by selecting the Help | About option off the main menu.  There's a link called "Change Language" which will show a drop down of all the installed languages that the tool can show.  If you select a language, the text for all the menus and interfaces used for the tool will change to that language immediately.

NOTE: Not all tools are localized and those that are have varrying language support.  The drop down menu offered in the About box noted above will contain a list of all languages that are installed for the tool, if any.
